     This letter certifies that S&M is operating under HACCP guidelines as of December 18, 1997 according to the mandate issued by the Food and Drug Administration under Regulation 21 CFR 123.0 and CFR 110.0.

     S&M has implemented Standardized Sanitation Operating Procedures (SSOP's), conducted a Hazard Analysis of all its seafood operations, identified its Critical Control Point, and developed an HACCP plan in accordance with FDA guidelines.
